Catalina A. Goals

1. Improve transparency of California climate justice decision-making processes
2. Strengthen California's decision-making structures to support climate equity, clean energy, and a just transition
3. Inform other states’ efforts to develop effective climate justice decision-making structures
4. Provide guidance on equitable and effective mechanisms for implementing Justice 40, especially in light of new federal infrastructure funding

In a new policy brief, the Center for Progressive Reform calls on the state of North Carolina to advance energy equity by taking specific steps to help low-wealth people generate their own electricity via residential and community solar programs. The goal: affordable clean electricity for all as we transition to a carbon-free economy.
